Position: Site Manager
Contract Type: Full Time
Location: Kent

Our client, located in Welling, is seeking to recruit a Site Manager on a permanent basis Covering 2 Educational Establishments located in Welling & Bexleyheath.

Manage, plan and co-ordinate the activities of the PFI facilities management premises in relation to labour, materials, transport, plant and contracted services to meet the programme of work and contracted obligations. Establish a good working relationship between service teams and client/schools.

General responsibilities will include:

•Assist the Contract Manager in the preparation of annual budgets and manage expenditure within agreed budgets.

•To assist the Contract Manager in the invoicing processes for the contract including the correct coding and authorising of all invoices and there inputting onto the fixed cost and variable cost spreadsheets for submission to PFI accounts at the end of each month.

•To assist the Contract Manager in ensuring that all recharge invoices for special, variation and lifecycle works are raised in the target month and submitted to the client with relevant backup documentation.

•Assist with the development of future lifecycle works programmes in conjunction with building wear and tear and condition surveys.

•Responsibility for the control, recruitment, discipline, health, safety and well-being of all site staff.

•Liaison with the Contract Manager to ensure that all conditions of the contract are being met and that there is efficient and effective utilisation of labour, materials, plant and equipment within the allocated budgets.

•Manage and monitor site activities and physical progress of work for site safety, quality and environmental responsibilities.  Ensure the satisfactory completion of all projects to meet agreed deadlines and budgets utilising approved suppliers and the Capital Works Project team.

•Ensure that a highly skilled and disciplined workforce is maintained and that a safe system of work is applied and enforced in all areas.

•Manage, direct, and monitor the activities of the on-site teams.  Set objectives and monitor progress.

•Liaison with the Contract Manager on the development of staff and the completion of performance conversations as appropriate and ensure that the training matrix is kept up to date and returned monthly. Maintain a register of competencies for each member of staff employed and ensure that records of training are maintained.

•Initiate and implement an on-call duty roster to ensure the adequate response to emergency call-outs.

•Prioritise the use of resources both direct and indirect.

•Operational authority for all disciplinary matters in conjunction with the Contract Manager and HR Department.

•Maintain full and constructive communication with all employees, the client’s representative, other parties related to the contract service partners, suppliers, regulative authorities and with all local and head office staff.

•Attend monthly/quarterly/annual meetings to present School performance overview.

•Ensure the School meets the required levels of statutory compliance and are in a position to be internally or externally audited at any time.


Formal reporting, which includes;

•Annual Lifecycle review and development of Lifecycle Profile

•Assistance with Monthly Internal Regional Budget Income & Expenditure

•Monthly/Quarterly/Annual Client liaison & reports and meetings

•Formal Site Meetings (monthly) and as required with Client.

•Weekly site team briefing meetings with School Business Managers & site teams as required in order to maintain good communication and deliver Health & Safety tool box talks.

•Effectively carry out and report on a monthly basis all site inductions and sub contracted staff to ensure that the company’s processes for putting people to work safely and monitoring are strictly followed.

Essential Requirements

•Good experience of people management, coupled with pro-active problem-solving skills.

•Communication skills, both verbal and written, together with a good level of computer literacy.

•Fully conversant with current Health & Safety, CDM and statutory building regulations.

•Commercially aware with an appreciation of business development, M&E/Building Fabric knowledge utilising outsourced skilled operatives.

•The post holder must have a driving licence as travel between sites and to meetings off site will be a necessary part of the role.

•Must hold an enhanced disclosure through the Criminals Records Bureau and meet the requirements of the DBS Policy for working in schools.

Desirable Requirements

•Knowledge of mechanical and electrical services, technical skills also desirable.

•Minimum of 2 years PFI site Management experience.

•Proven track record in delivering soft and hard services.

•Experience in managing PPM process and direct report engineers and staff.

•Knowledge of asbestos management systems.

•Knowledge of Water Management L8

•IOSH managing safely qualified.

This is a permanent role working 40 hours per week, Monday-Friday.

Must have a current enhanced DBS.
